I think tall women should wear short skirts. It's very rare to see tall woman in public, but it's even more rare to see tall woman in a very short skirt. Long beautiful legs would look great on a tall woman. Tall women are unique, tall women are beautiful and short mini skirts would make tall women even more attractive.
It doesn't matter if you feel attractive or not, because there are always men who will find your body type very admirable. Some men like tall women, some men like short women, some men like women with big butt, others like it small and petite. So, for every woman, there always be an admirer. Some men simply will be attracted if you have cute face or beautiful eyes and won't care for body type as much.
Whatever you have, weather you are tall or short, always feel good about yourself and be proud of who you are. God created you this way for some special reason and you just have to enjoy and embrace it. Many tall women feel insecure to put on a short skirt, but don't let your fears and insecurities to win over. Have good image of yourself and project it to others.
If you want to wear what you want, then just do it. Life is too short to wear about what others think and others opinions. Just enjoy and do what feels good to you and what is good for others. Be considered and don't wear short skirts to church, but wear it on appropriate occasions. Romantic dinner, special trip to a beautiful place, dance club and many other places would be good to put on a short skirt.
Look at other women and see what they wear. If you love to wear high heels, that would be beautiful combination as well. Tall women should shop for different type of short skirts, some can be very tight, others more fluffy, with different colors and patterns. Experiment with different styles and do what you love and wear what you love too.
Do you know who you are trying to impress? Most of all you should want to impress yourself. You should want to look in the mirror and love what you see. If wearing short skirts makes you more beautiful, if it makes you love yourself more, then so be it.
If you enjoy to wear and see what is on you, then others will enjoy and admire you too.
